Sorry Steve for not answering your question. That does look like the same kind of "fountain" fogger we are talking about.

Now I have been doing so research on this and I've noticed not too many people are trying it. Humm.. Maybe it just needs a cool name.. Like Foggerponics.. What do you all think?

Now being serious for a moment.. I have found a few discussion about trying this. Her are a few questions that were raised:

Hummm, This is something we will have to play with and find out. Damn I need to order one of those foggers soon. Most foggers are used for insect control in green houses.
