You should learn how to grow in soil before trying hydro.
What kind of lights? How close to plants? Temp & humidity for grow room? Good ventilation (in and out)? Clean water?
I really dont know what to say if you've spent $9500 and still haven't grown anything. Start all over with a new grow and have a grow journal on this site and you might get better results. If you keep it updated people will help. You need to describe your grow room, that might help.
