Yes, compost is relatively cheap. You can buy it in bags. One bag for 2 holes. should be gold.

The water level won't drop.... water level is the water level. If the water is really 10" below the surface and it doesn't drop as the summer rolls on you could run into trouble.
Now I think you should consider putting a 5 gallon pot with no bottom about 2 inches below the soil level. Give those roots some room..
