Not quite,
Pops, but a cutting from a rose taken above the graft will result in a plant of the "Snow Fire" variety. The problem comes when the cloned plant is put into the ground. It will not have the benefit of disease resistance and general vigor that it had when grafted to a hardy rootstock. The rooted rose cutting would be better suited to a container.
