Exclamation Potato Aphids Harmless?

In my garden on some plants, I have no idea what kind they are. There's probably a few thousands of them, they're small & red & from what I've read they're Potato Aphids. They've been on these plants for about a month. My babies have been only inches away from them their entire lives & they have yet to spread to any other plants or do any visible damage to the plants they've been on. I can try to post some pics if needed, but I'm not sure how we'll my shitty digi will pic them up.

I blasted them with the neem. They seemed unharmed, this was @ 11am EST & there's no decrease in activity. I read Ladybugs are murder on Aphids, so if they're a real danger. I'll be investing in some LB's very soon.
