I am not arguing with anyone directly, sure tenants have rights, but who is to say there is not an emergency situation? There is always the unexpected things to lookout for. Also, who says that you will always be there to "turn them away".

But with saying that I am sure if you build it well, properly vent and scrub the air, and hide it well like you said in a closet. Possibly cover it with some daily camo, i.e. clothes, jackets, books .... what nots........ Also make sure it is not near piping or electrical access.

And you said ten seconds of strong smell .............. just make sure when you are working on your garden keep the vent and scrubber running........
