Is there any street lights or other light pollution hitting that one side?
Because I had a small light leak on an indoor grow once and the same thing happenned, one side began to bud before the other and the result was larger more dense nugs on the side where no light hit it and wispy nugs on the other side.

Point is; it only takes a little bit of light pollution during the dark period to effect the plant and in addition it can be effecting one side only.
