You can get a reducer in the heating and air conditioning section of any big hardware stores. The insulated ducting will definitely be much quieter than non insulated. If you are thinking of not using reducers, you can add extra insulation and use a lot of duct tape I suppose, but it would be better to use the right sizes of everything. Rigging it will generally be making it louder.
