Cutting secondary branches?

Hey everyone,

I have been wondering about this for the past month. Today marks day 58 of flower. My girls are currently 47 inches tall with a 250 HPS light 8-9 inches above them. While the main colas are all about evenly tall, the secondary shoots only reach up to 25 inches. Should I cut these bottom shoots that are down low to promote more development on the upper shoots? I am currently planning on cutting them at day 84, but this is all up to how fast they mature.
