Exactly - I'm not sure where all the confusion about this comes from, but I do hear about it a lot.

You want to water your plant with the correct pH - as EMj said 6.5-6.8 soil; 5.8 for hydro.
Add your nutes, get your pH where you want it, water.

If you are using a good balanced soil, I see no point in checking the pH of the soil. Keep your watering pH in check every watering and you should be fine.
