It is the opinion of me and many engineers, including the ones that engineered fluorecent bulbs that the lumens are concentrated in the green area of the wavelength not the red and blue. The reason is because human eyes are manyttimes more sensitive to green light compared to red and blue. this is why they look so bright and measure so bright with your light meter. They however high the lumen rating dont put out a very high output in the necessary blue and red spectrums compared to the light they were designed to be intense in outputing. Final summary: they were designed for your eyes to think they are bright not your plants.
