If I need to do something like this I usually use scrap black & white poly- check out the cabinet res here. It's a bit down the page. I just make sure to overlap the poly over the duct tape (ie, the tape you see through the plastic is covered on the outside by poly).
Do you mean gluing the airstones down, or the washers to the airline? Don't glue the stones down- remember that they are a consumable- you need to replace them as soon as their flow diminishes too much. I change mine every month or two.
