You make some interesting claims in your post.

They have very little use for flowering

If you've done any homework on this site at all, you would know there are peeps who have gotten some great MJ from using just EVLs (86, Mist, etc). I'm not sure what you are basing your comments on. I'd love to see it.

You can get them at Home Depot for 30 bucks

I've never seen them there. IF you can get them for 30 bucks, then that makes the EVL argument even stronger. The main knock is cost per lumen.

They have a mirrored reflector

Where is the mirrored reflector? I've not seen it anywhere. In fact, the EVL is only a compact fluoro bulb. I'm confused????
I'm not trying to be jerk, just trying to keep this thread on FACT based statements, not some half baked notions.
I've made a scientific based case for EVLs being better than HIDs, if you consider the light-to-plant distance (all other things being equal). As I'm sure you know, light intensity decays according to an inverse square formula. Which means if an HID is 12" from the plant and the EVL is 6", the HID must be 4X brighter for the same amount of light to be present at the plant (correct me if I'm wrong Jose).
Unless you have some fact based theory (experience or scientific), let's refrain from making incorrect blanket statements. I hope you understand.
I wish you the best growing.
