If you can find barite (barium sulphate, BaSO4), wich is very cheap but difficult to find, except if you have access to a chemical product shop or work or know somebody who works in construction (its used to increase density of building's basements), the mix of latex flat white paint+barite (at 40/60% weight, 60/40)% volume) works very, very well and takes perfectly over metalic surfaces (i painted my aluminium floro reflectors with it).
But with any coating you use, the thicker the reflective layer, the higher the reflectance. Five hands of paint work better than 2.
