I'd say they need more than a month to flower but then that also depends on where you live and the hours of sunlight they'll be getting in this time of year.
And then once they begin to flower that's going to be another 7-8weeks to finish and be ready for harvest...
So since you're going away to college I think you just need to set them up to survive the time they're going to be unsupervised. Hopefully nature favors your good karma
For your bug issue, as already mentioned their is tons of stuff out their for outdoor bug control and you're cool now vegging your plants so just get the killer stuff and show no mercy IMO
Other than that you might be overwatering your plants with 4-5 times a week even if it's really hot.

favors soil on the drier side and with all that water it could be attracting more bugs than needed.
