Will be cutting clones soon, would like to know if clean, hard, lightly chlorinated tap-water(pH 7.0) corrected to 6.5 will do a decent job of rooting my clones used with "Olivia's cloning gel"

should work just fine...I use powder, but I don't see why gel wouldn't work...hard water is better than softened water (cos of the salts)...
