Some tips to help in your situation:

-Put the intake on the top of the room/cabinet. Cold air is heavier and as its fresh, its richer on CO2 (wich is heavier than air), so it will fall over the plants, but will warm a bit in the process.

Try to make a circular air flow (starting up, droping and being exhausted from top again, but on the other side than intake). Smoke a joint in your room and check what the fumes do

-Dont use aircooled lights. Use an open reflector. The heat from the lamp will heat the room.

-Add some mixed ligh lamps (ML). They are mercury vapor lamps that use a incandescent filament instead of a external ballast, so they plug directly to the mains. They are used in outdoor lights, are very cheap (about 15$; there is 160,250 and 500w bulbs). They arnt used for growing due its low efficiency, so they emit a lot of heat for the light they emits, but their light spectrum is pretty good, because its a mix between a MV lamp and a incandescent lamp.

It have some UVB emision, a good UVA emission, strong blue emission and good emission along all the red range. This spectrum is a nice supplement to a HPS lamp. Without heat problems, its a decent alternative, far better than any heater. At least some of the watts are used to feed the plants.

I upload the SPD (160w). CCT is between 3400K (250w) (250w) and 3700K (500w), with a photometric efficacy between 20lm/w (160) to 26lm/w (500w).
