Making do with what I have

Economy and yield:
I have a 10x12 room, 2-4x4 commercial cabinets, 1-400w mh, 1-400w hp, 1-1000w hp. I have an "Indoor Growing Systems" unit with light rack that holds 20-6" containers (currently using to veg 10 seedlings (will cull m. plants and use f. for mothers) outside the cabinets in the corner of the room. My lights are the kind that have ballasts and lights and hoods in one unit (not vented). I am using a top feed system with 20 gal res and growing in coco only. WW seeds germed in one day, roots were extruding in one week, so I quickly threw together the IGS system and moved them under the 400w mh 24/7. I need to raise the ph of my solution from 5.2 to 5.5 or 6.0.
My question is this, with this scenario and equipment, what is the most efficient way for me to complete the room to maximize yield? The plants should only get 14 to 24" tall at maturity.

Sog or scrog em, I've always had great results and plus its easy to manage the height of your plants not to mention great yeilds espeacilly with the scrog. Hope this helps....

I was thinkin' perpetual sog.
What do you think would be the best system?
Media?
Ebb/Flow, Flood/drain, top feed
Containers - dutch buckets, bato buckets, flood and drain table?
I'm looking for the best yield per watt of light
My room is 12x10
My flowering area is 4x4 I have 2 huts this size and open area outside for clones/mothers
That leaves me 8x6 open for clones and mothers
I have a small fart fan for exhaust, inlet is 16x12 passive. I will duct another outlet through both huts and add another exhaust fan 4" inline with carbon filter. I'm not much of a carpenter but can measure and drive a screw. I'll need to construct two tables, one for each hut, unless I grow in buckets. I need to either buy new lights, or figure how to separate the ballasts from the sockets/reflectors and add a cord, or build a light stand that can hold up the compact lights, ballasts and all. I need more juice to that side of the building, and I have room in my main box, just gotta add a breaker and run a line to a sub panel for the room. Lots to do, little time to do it, I'm pampering seedlings for sexing and cloning, they are young but growing fast.
