Bell peppers not flowering

I have three potted green bell peppers, one is flowering and fruiting.
The other two are not, they have little growths where flowers should be but no flowers!
Any ideas of how to get them to fruit? it is getting hot now and I am scared the heat maybe stressing them too much to flower.

Extreme heat and too much nitrogen will cause them to not flower. I am not sure how to induce flowering though.

I think its a little of both and possibly too much water with all the heat I went a little over board on the watering, i have slowed down on the watering and feeding and am hoping this heat wave will pass
