lilbuddie,

This is an excerpt from this full article.

Direct seeding is not always successful. Start indoors and transplant the seedlings. Darkness will aid germination. Cover seeds lightly after sowing. Optimum soil temperature for germination is 60 degrees. Germination time 14-21 days. Sow heavily because the seeds have a poor germination rate. Some seeds can germinate up to 3 months after sowing. Rosemary needs full sun to partial shade, and a well drained area. Water in between dry downs; do not use enclosed planters; forget pebbles, they harbor
pests and weather ills.

Sounds a lot like trying to germ this ~5 year old bagseed I got.

this is also true for chamomile, and lavender, so it appears to be a common thing with those tiny lil seeds they all have lol.

i've not been able to start rosemary from seed either, my mom somehow managed to grow a bush of it in her yard. so she has tied some down for me so i can have a cutting to start!
same with lavendar (though i have some in the fridge as we speak, getting ready to try yet again).
the seeds are tiny as can be aren't they...it's odd b/c marjoram and oregano also have incredibly tiny seeds and i never have trouble getting tons of those to come up every year. go figure....
