I'm not asking the what the diffs between female & male flowers are. I'm wondering what factors can determine the sex. Can this be affected while still in seed stage or as a young sprout maybe? Or is this decision soley up to God?

For most sexual species it is determined randomly by which chromosones each parent contributes.

Let's look at humans for an example. My mom, as all women do, has a XX chromosonal pair, my father, as with all men, is XY. If they breed, as they did, the possible combinations of both chromosones come out to XX, XX, XY, and XY. Or two boys and two girls, recall that XY is always male and XX female. There's nothing that can currently be done to influence which chromosone pair.

Short answer: Solely up to God-the-Father/Allah/Evolution/Jaweh/Insert-your-deity-here.

I found this on the dutch passion website:

"From literature and our own findings it appears that the growth of a male or female plant from seed, except for the predisposition in the gender chromosomes, also depends on various environmental factors. The environmental factors that influence gender are:

a higher nitrogen concentration will give more females.
a higher potassium concentration will give more males.
a higher humidity will give more females.
a lower temperature will give more females.
more blue light will give more females.
Fewer hours of light will give more females. It is important to start these changes at the three-pairs-of-leaves stage and continue for two or three weeks, before reverting to standard conditions. "

Stress triggers hormones at level that encourage the male chromosomes (among other things).

That's perfect. Marijuana is asexual and has the chromosomes to be male or female. However, each seed is predisposed to a certain sex (or hermie).

Less stress. Don't starve it. Nitrogen is the primary macro needed for new foliage.

Less stress. Boost the metabolism. Increase water uptake by the plant.

Less stress. Don't let the plants get to the point they NEED water. Higher humidity will reduce their dependence on the roots for an adequate supply of H2O.

This might be true for indicas. It would mimic their natural germinating conditions. I'm kinda skeptical if this method works for sativas.

Less stress. Plants are not accustomed to high levels of red lights during germination and early growth stages. While they will grow, it isn't like that in nature.

Less stress. Root growth happens during the dark cycle and 24 hours of light doesn't give the roots enough time to develope.
