Question Watering question

Hi,

I really want to avoid overwatering. Its been about a week since i watered, and the soil at the very bottom of the planters is still damp, but the soil most of the way to the bottom is dry (about 6 inches dry soil). ive herd water at 2-4 inches of dry soil, but there are roots to the bottom and the soil down there is still damp, so is it safe to water?? they do look a tad thirsty. thanks a ton

If the weather is cool and overcast you might wait a day or two. If its pretty hot and the area gets alot of intense direct sunlight, id hit it with water now.
