I wouldn't trust it. I had powdery mildew like that before, quickly became bud rot! sulfur, 1.5% concentration.

Powdery mildew is a good possibility too. I didn't think the cotton candy description fit with PM though. Sulfur on an outdoor plant can be rough. Baking soda and soap spray is effective on PM as well as a simple milk spray.
