Is it true that a plant that is say 3 months and only 10 inches tall, grown under FL lights, produce smaller buds than plants that have sprouted faster?

What I mean is, do plants that have taken a longer time to grow produce smaller buds? Is there any correlation with this?

If i understand correctly what you're asking...

There are many reasons for your plants to grow slow or fast; whithout more details...

You may consider that if it's growing slow, something might be missing, and when missing from plant grow, possibly will be missing when budding!

As i said before, if you need answers, try to explain the situation in detail.
