Question Air Pump + Stone or Submerged H20 Pump?

I've been reading around for a while and am debating wether to use an air pump with 2 airstones or a submerged water pump to circulate the nute solution. I want great oxengenating (is that a word? ) capability with a low noise level. Price is secondary, but would prefer to stay relatively cheap. Oh yeah, this is for a 15 gallon bucket for 4 plants. Thanks alot.

I'd have a powerhead with a venturi, mounted so the jet of water just breaks the surface of the water in the res, best of both worlds, and far less noise than humming air pumps

Thanks for the advice. I'll do a little more research about that powerhead with a venturi thing.
