Exactly. They say that it was a lower potency, but at a lower potency the effects would also be lessened, so people wouldn't be drawn to it. They'd be like "this is like smoking leaf", because there would be no high or stimulation of any sort. my papaya is supposedly 20% thc, the buds knock you on your ass, but the leaves without crystals? sure they get me high, but it takes quite alot.
