| It's a shame to read about the increased opium trade up there. I was in Manali for some time and briefly in Kulu in 2005 and again in 2006 and it has always been 'Little Israel meets Amsterdam'. I saw 2 cops in a 4 month stay; both at some distance  Seems like if foreigners weren't up there running the show then the locals or some displaced neighbours would pick up where it was left off; and with all due respect to the locals, my Israeli, Italian and Nepalese friends up there always have better stuff at a cheaper price.
