if they get sunlight from lets say 6am to 4:30pm then under 70hps will get i decent bud?also can i put 32 gal plastic cans over them for the dark 12?

Yes you can put cans over the tops. You can also move the plants to a closet or something. The sunlight should be enough, why the light?
