im tring to make a setup in a filing cabinit, by taking out the top shelf (cept the door) and i want a really cheap effective setup, does any one have any ideas that would work? any help whould be greatly apreciated!
PS:im starting my out door crop sprouts in there under a very small dest floro lamp, like only 15 watts! im really desperate, will it kill my plants? will they survive? its on a 24/7 cycle

I think the real question is "What can you afford?" If you can get an HID then get that if all you can afford are flos then use them.

Figure out the amount of light you want per sq ft and buy the appropriate amount of lighting.

If it is an HID then you may want to put a heat shield in the area. Floros aren't as hot so no shield would be needed.

1-2 intake vents somewhere near the bottom 6"-12" from the bottom. 1-2 exhaust vents very close to the top of the area. Or at least light level.

As far as the youngins', they are going to stretch like crazy but may barely survive or fall over dead from lack of light
If you want to keep them going for 24/0 then move them outside during the day so they can get some real light then back under the floro at night.
