i would say it decreases yeild. a plant uses photosynthesis to grow . to do photosynthesis it needs light. if you cut down the light the plant get its not going to grow as fast and big. jus to let you know the plant doesnt grow while the lights are off thats its resting period. thats why in veg stage alot of people keep their lights on 24 hours cuz it promotes faster growth.

There's been many articals/questions about this subject in High Times, and each and every time, the conclusion is made that it's not worth it, unless you MUST get your crop in faster (being evicted might be a good reason, heh)...what I've read suggests that yes, you can cut the time to harvest (from onset of flowering) by 25%, but you'll almost always lose more than 25% of your yield. Even if you only lost say 20% of your yield, is it worth it? You've got to concider the fact that the plants also have to have a veg cycle, which takes time...lets say you've got some plants going that grew in veg for 30 days, and it's going to take you 100 days of flowering to harvest, you can cut your total time from 130 days to 105 days, but you aren't going to get enough smoke to make it worth your while to do so, in most situations...
