Hi!
I have a question…
I’m using this lamp for my plants:
1. Tube diameter：3.0mm
2. Tube length：300mm/100mm
3. Input voltage of inverter：12v
4. Output voltage of inverter：680v
5. Current draw：5.0mA
6. Brightness：28,000~30,000 cd/m²
7. Lifetime：30,000 hours
But they are not growing at all! Is the lamp ok?

3 kinds of light grow marijuana:
Fluorescent (poor)
Metal Halide (ok for veg, poor for flowering)
High Pressure Sodium (best all-around light).

In addition, marijuana needs a min. of 3,000 lumens per sq/ft to veg, twice that to flower.

Fluoresecents Poor? I beg to differ on that. They are not the best light for growing but I have seen alot of great grows with floros. Although you do not get the light penetration you would from a HID, you can get the lights much closer to the plants. Check out Agent86's grows with EVLs.

HPS's can be used throughout the entire growth, from seed to harvest, but a MH has the correct light spectrum for vegging.

If the bulb you are using is halogen or incandescent your plants will show lack of growth if any. The reason for this is that incandescent (ordinary light bulb) is not of the right light spectrum for plant growth. Check out this link on why incandescent lights suck.

Does the bulb have any wattage or lumen specs on it? What shape is it? Does it screw into a standard socket? Is it a long tube?
I picture would definitely help.

I've included some pics of some different types of bulbs that can be used for growing. Keep in mind some do require the use of a ballast or fixture.

It seems you have a lot of problems, the biggist one is that you know nothing of how to grow plants! I suggest you carefully read the Grow Guides and Posting guidelines (links in my signature). Pay particular attention to the age restriction for this web site.
