During the period where light is on 24hrs if someone turned the lights off for 15mins to 1 hour would that damage the plant growth, stunt, and/or tramautize it in any way?

Nope, it won't hurt it at all. Everyone has their own choice of light cycles. Some prefer 24/0, some 20/0, some 18/6 and so forth. So to answer your question, it won't damage the growth, stunt or traumatize your plant in any way.
