No, that's not organic. Here is a thread with recipes for making organic rooting hormone from willow trees. Many people clone without using rooting hormone too. I quit bothering with it several crops ago and haven't noticed any difference.

the indole-butyric acid is what you're leaching out of the willow twigs. so.. if you know where some willow trees are, you can make it fresh and free, all natural. you can make a gallon from willow twigs and it will stay good in the refrigerator for 2 months. How to Make a Rooting Tonic | eHow.com

idk. water works in some cases, but i got me some "Green Light Rooting Hormone" and it works. wish i had some when i had plants. I took a cutting once and had it trying to root in water, then being stupid thinking it might help the plant since plants like sugar, right? I put a little coca-cola in the water lol. later, i tried to get the cutting to graft onto a blackberry root. needless to say, i failed. otherwise, i would be like "check out my plant with thorns!"
Powdered rooting hormone will last you a very long time, as long as you pour what you need into a plastic bag or something, because you don't want to contaminate the entire container, or introduce moisture.
so get a little powder in a bag, take a cutting, dip it in water, poke a hole in the soil with a pencil or something, take the cutting from the water, dip it in the powder, stick it in the hole. then you will have roots like mad!
