Ckot is beginning to sprout.
Question Neptune's Harvest?

Has anyone ever heard of or used Neptune's Harvest organic fertilizer? If so how'd it work and would you recommend it?

Ckot, yes they make a popular organic fertilzer that comes in a few different formulas of fish emulsion and/or seaweed extract. I've never tried it but I wouldn't hesitate to try it in the future.

I use the liquid seaweed for rooting, vegging, and the first ~50% of flower. My last kali mist cuttings had roots coming out the drain hole in the hempy. I use about 1/4tsp/liter.
