umm no it will not work on its own

dolomite lime will keep your ph higher than not adding it at all.
one of the cheap reagent kits with ph up, down and the indicator, a pipette and a sight glass is all you need. It will last you forever.

Test your runoff.
rapitest meters do work, but really only let you check for "hot-spots" not give you a full picture of whats going on in your soil.

ph in organics doesnt matter, as it is the microbial activity in the soil that delivers the nutes to the roots in forms they can immediately use

IDK how cheap you're trying to go, the cheapest way I can think of will be:
Vinegar for PH down and
Baking soda for PH up.

Couple of dollars at the grocery store.

BTW, lime its added as a way to keep the soil from going acidic.

Lime is better though, because it keeps it stable around 6-7. Wood ashes are a good source of P, but keep adding, it will keep raising PH. It wont just keep it stable.
