I can't say I've ever heard of using a rooting fert on anything except clones. If you're growing from seed, they shouldn't require anything to get them to root properly. General rule of thumb is no ferts before 3-4 weeks of growth, I believe. Anyone else, feel free to correct me if I'm wrong.

Growing in soil you shouldn't need any ferts to get them going. You can start in the 3rd or 4th week. like Stecki said

remember also not to overdo it. when you start ferting, start them out with a 1/4 strength solution and increase gradually.

OK!
