so I have tiny flying bugs burrowing in the soil... how do I get rid of them safely? Is there like a spray I could buy? or... a nifty interesting way to get rid of them?

looks to me like you have a type of whitefly. you may never succeed in completely getting rid of them but as long as you keep the whitefly #'s down to a minimum they will not harm your grow. I personally would use any soap based incetiscide and follow the directions that come with it.. another option that i saw used by BUZZ in his GJ that helps reduce the fly numbers is to buy a bunch of mini predator wasps.. you could even use a combo of the soap spray and wasps if you wanted.

You have fungus gnats.

They are more of a nuisance unless your plants are very young. The larvae suck on roots close to the surface of the soil, so they can't do a whole lot of damage to an older plant with a well-developed root-system. To control them you have several options:

A) ALWAYS let your soil dry thoroughly between waterings. They are called fungus gnats for a reason--they need moisture.

B) use Gnatrol, a bacterial control which kills the larvae. Best used in combination with a soap-based or pyrethrin-based spray to knock down the adults.

C) my favorite, cover your soil with a thick layer of sand. The existing larvae will never emerge as adults because they can't get through the sand, any newly-hatched larvae will die, unable to feed for the same reason.

Good luck.

i can't tell what it is from the pic. one pro's treatment for whitefly is to smoke a cigar and blow it on them

you can also use tobacco as a tea and use it as a spray for treating pests, however i've never seen plants bothered by fungus gnats. keeps them company
