sounds like fungus gnats. dont plant seeds in there as they will eat there roots and kill the baby most likely. fungus gnats eat at roots and do damage a plant

you have some options:

dry out the soil completly
add gnatrol
use nematodes
add perlite or DE to the top of the soil
I've heard neem seed works but not sure ( its the seed they pressed for neem oil )
mosquito dunks in water and water the soil

Fungus gnats are flies. Toshiba's advice is good. Gnatrol would be my first choice for controlling them.
