Not likely.. Say what ya want, but having dealt with root rot from overwatering, or poor root growth from compacted soil and poor root growth due to either too high a temperature or 2 low of one, I see it differently. This plant wont "refuse" to grow roots. It will try to grow them at all cost. Factors within the environment can prevent it from happening, but the plant is still going to try. | ||||

Any plant that is in a container that size and has no roots to speak of is going to have an issue going forward regardless of it's condition before being placed there. Seems that, if the plant is going to survive it needs a 911 in two areas 1. Dry soil 2. Plenty of light or atleast more light than it looks like it has been receiving Given that if the soil it is in is of any quality, those two elements above may allow the plant to "out grow" its original issue since the point is to get the plant to begin growing roots again That is the fastest way that plant will recover If you have a mh or hps, say 400watts, put it underneath there now. But make sure to keep the temps in the 70's or your work will be in vein
