I have abad case of it and it has been growing like that about for a month now and if i put them outside will they flowerif they have been on 24 hour light inside and also will they still strech if i move them outside

You would be well served to change your lighting cycle to 18 on and 6 off. If you are using 40 watt flourecent bulbs, and you keep the lights around an inch from the tops you will notice a reduction in the internodal spacing. Possibly keeping your plants from developing too much stretch. Your current climate would be your primary controlling factor in your decision to put them in their summer home. Your last frost date would be good to know.
