Locrian

Hi, one of my plants is starting to grow a rough paper type feel of leaves at the top (wierd new leaf growth). Where it feels rough, the colour is lighter than on the rest of the leaf. I had this on a couple of leaves of another plant but it then disappeared. Anyone had this problem and know what are the causes/solutions for this?

Can the fact that the lights being too close do this? I'm using fluros and keep them at 2 inch distance so I ruled out that option.
Otherwise the plant is looking healthy and since I started LST a week ago, now it has 8 new tops
