That looks like rhizoctonia. Your plant may have outgrown the infection or it may be in the process of succumbing to it. It is the fungus that causes damping off.

i've been spraying it with a light mix of H2O2 and Hygrozyme. Hopefully one of the two cures it.

You would do better to go stand on the back porch and pee into the wind. Do a Google on rhizoctonia control and you will find that it takes some heavy duty fungicides to just slow it down. If that is what it is the plant will either outgrow it or die. Be careful with your moisture level. Too much encourages growth of the pathogen.
