Welcome to the GardensCure

Sorry to tell ya but that light is NOT what needs

You can use CFL florescents bulbs

in the "Planting Indoors" section there is a whole section on lighting.
The very best you can do is look over the threads and start reading some.

GROW WELL

You will need more than one CFL to grow with, (to grow right with that is)

Most people on this forum use High Pressure Sodium/Metal Halide lights

However,

If this is your first grow then stick with CFL's for right now.

Go to your local hardware store and get some Daylight and white CFLs (equivelant to 100+ watt incandescent) you can also check out this place by clamp light you mean a work shop light with a round silver reflector correct? you could get a couple more of those and some more CFL's and grow with that, or you could go to lowes/home depot and get some plug in sockets that plug right into an outlet, they look like this. It makes it a little more convenient than buying more clamp on lights.

My first grow I used CFLs, I had about 4 during veg and 5 during flowering. Keep in mind the Daylight CFLs are better for vegetative growth and white CFL's are better for flowering.

I have the 26 watt ones (equal to 100w incandescent) however I do have a 42watt one also (equal to 150w) I don't know much about the bigger ones because my local stores only sell up to those sizes.

Do keep in mind that the bigger you go, the bigger the bulb is.

for instance the 105w CFL (equal to 500w incandescent) is nearly a foot long. but the 26 watters are reg bulb size, and the 42's are about an inch bigger. The more bulbs you have, the more you can have around your plant, the bigger/better your plant will grow.

First mistake was telling someone you dont know about it, next was listening to him. haha but My set up is 10 23 watt cfls, at home depot, lowes or even wal mart you can buy a fixture that plugs right into any outlet, I have ten of those fixtures, one for each bulb obviously. Those are then plugged into 3 different power strips which are all hung on a board and the same height so its even lighting through out my box. If you look around you can find pictures of set ups like that. I have a thread in the nursery that has a detailed pic of what im talking about. if you need a visual.

Im no pro just starting out to, and glad to help. IIRC the 23 watt cfls are the most efficient also, so those are the ones to get. Bye any chance do you have the dimensions of your grow area or box or cab or whatever you call it?
