BTW, they don't verify this information when you sign up, I've been on it for years and they've asked for a paycheck stub on one occasion. Just make sure your income and # of residents in your home meet these guidelines:

No, not true, they have a separate program for folks on ventilators and such. This is simply a program to help low-income families pay their bills, and believe it or not, my wife and I (and our roommate) qualify because I'm the only one able to work. The high bill comes from my hot tub, heaters for outdoor livestock, and my home theater, 3 computers, etc...

...and 7 very bright light bulbs. My gas usage is `$160 by itself (drafty house with gas heat/water.)

correct. i am using the CARE program myself. some people say this might be fraudulent, or semi cheating out the electric company, but i dont think so. i am making less then 30k a year, and i have tax forms to prove it.

The program you referred to earlier is the Medical Baseline program: Medical Baseline Allowance

CARE is different.

Agreed, I just figured I could help some folks reduce their bills (by a LOT) especially what with all the layoffs, poor economy, etc. I've helped a couple buddies switch to this program and they could have been on it for years, but didn't know it existed.

I need this for SoCal Edison not PG&E. Is there a link you can put up for me where I could get comprable rates or a similar program. Thanks a ton if you could make that happen.

Sure, I believe it's a state program: SCE - CARE / FERA Rate Programs

I just Googled : So Cal Edison CARE and got the above result.
