I think you guys are looking at the whole entire situation wrong...

What I think you should do instead is buy a generator. Check on ebay for a decent one that will give you all the power you need for growing for around a grand. This will basically pay it off in no time when your not having to buy any bags of weed in three months. Ha.

Power all of your lights, a hydro set up, and any other random devices needed (fans, deoderizer). You could fit this all into the grow room you were talking about. The only thing I've heard that is a minus about generators is that some are loud...

Kilns are one of the best excuses to have. you can get them from 1000w to a whopping 25,000w. Yes, 25kW. They are also cheap, so if you wanted to go super slick stealth style, buy the darn kiln, and have a person from the electric company come "verify" the connections on it. Of course your never going to use it, but you will be sure that the power company has your account noted for higher use due to a kiln, since their tech saw it him/herself. no questions!

I still think the generator would be the best option... It would cost about what the setup for a kiln would be.... and you wouldnt have to worry about the electricity company at all since you will be getting the energy from a generator.

Plus the generator wouldn't look suspicious if the space you rented out was meant as being used for a shop. Even if they did have a suspicious from the noise they couldn't do anything legally.

Im not sure if a generator would be the best option, you have fuel costs to run it, I don't know the efficiency of a generator and how much wattage you get per litre of petrol compared to what you pay for power down the pipes. Another disadvantage to a generator would be the exhaust fumes, these would have to be vented from the shop/grow room, a generator in a relatively small space can stink it up quickly with carbon monoxide, carbon dioxide, unburnt fuel etc, something which would be detrimental to plant health and your health. If it was outside i imagine the noise could cause concern with neighbours.

other options for large things would be a server rack, if you got a closed one you wouldnt need to fill it. Other ideas are things like band saw's, dust extractors, router tables etc etc. What sort of use will you be using your shop for?

IMO, a generator in your situation is not a good idea at all. As others have said, if it is a legitimate "industrial" building and zoned as such and billed as such by the power company, 1000kWh/month is nothing. I know a guy who has a 40'x40' machine shop and he blows through about 65,000 kwH/month...has about 100,000 watts of machines running at any one time almost 24/7....so 1000kwH is going to look like a night light to them compared to surrounding bills.

Bigger diesel generators are pretty efficient, around $.15/kWh @ 2.75/gallon diesel price...the problem is the noise and fueling. There is no way around it. You can rubber mount it, triple insulate the walls and ceilings, install two mufflers...your still going to have a diesel engine noise coming from your place, and outside of whatever wall you exhaust from. Your also going to be seen lugging 5 gallon containers of diesel into your shop. There is also cooling needs for the radiator, so you would have another few fans to cool the generator. Hot air blowing out of an industrial shop is no biggie, but a generator exhaust sticking out, running 24/7, when there is industrial power available, is sketchy, IMO.
