Most economical apartments use gas for heating, gas for cooking, & gas for the hot water heater & have no washer/drier hook up. If it is winter or the location is cool year round, an air conditioner can not be an excuse for high electric consumption. If the apartment is all electric, the tenant can justify a high electric bill while never using the electricity for appliances or heating the apartment or water.
