I would get it transplanted to the next container like a 1 gal or so. When you do bury the stem up to about an inch from the bottom leaves (cotyledons) You will give more support to the stem, as well as develop more roots. Also the transplant will allow the seedling to take off without any rooting restrictions.

Here is some good seedling advice I follow with great success, from Mandala Seed's website.

Seedling care:

Within 3-5 days the seedlings should appear out of the soil.

As soon as the first pair of leaves grow on the seedlings transplant them into 14-16 cm/5.5-6.5” pots, so that they have sufficient space for their root development and nutrients. You can also choose larger pots if you are confident that you won’t over water. Seedlings require sufficient light (this applies to the strength and length of daylight or artificial light) and fresh air to grow. Switch on your lamp(s) as soon as the first seedlings appear at the latest.

Do not fertilize in the first weeks of growth on soil! This is the #1 cause for sick plants. Rather, transplant into high quality soil and bigger containers as the plants grow larger.

Yep Sso is right on this one, not much I can add to that.

250 watt is a powerful CFL keep 6 inches away is about right.

But I recommend using tube fluros not CFL's for seedligns and cuttings.
The light is more evenly distributed and is better for keeping seedlings short because
you can get the light within an 1 inch.

I'd add the 250 watt CFL after seedlings had 2 weeks under the tube fluros.

Just curious but I'm certain that "250 watt" CFL is "equivalent" watts not actual watts.

As a 65w CFL is honking big.

One 23w CFL (blue spectrum, 6500 kelvin) is just right for a sprout.

I think the sprout needs to be closer, but to a lower wattage light.

Yes I've never even heard of a true 250W CFL. I don't think they would be able to call it a "compact" fluorescent anymore

They do actually have them, similar to the 105W or 120W CFL. Mogel based just like a typical houselight CFL. But they are about 10 inches long and fifty bucks on ebay.
