You can get seeds from bird seed but they will be sterile.

Viable seeds are illegal in USA, you can either get your seeds from the blackmarket (bag seed) or from a seedbank. Gotta be pretty careful when buying from a seedbank though.

where do you people in the US get your seeds from, can you find them in bird seeds or can you legally buy them packaged?

in the uk it is totally legal to buy the seeds but not grow them. If you go to special shops you can buy many different varietys, from holland I think.
I have used seeds intended for fishing bait and they are not sterile, although what does grow seems to be a commercial hemp(the seeds are about twice the size you find in good quality grass)
