I have just sucsessfully germinated 7 seeds using the paper towel method. SO EXCITED!! I put the seeds root tip down into my soil and put a bagie over top of them for a greenhouse effect. They are in a warm,dark place and the temp is around 75-80.
My question is do you have to have lights on the seedlings or can i just wait until they pop up from the soil?

no lights needed till it pops through soil.

Yip as soon as you see green. floro's can be put down nice and close to your seedling (3 inches or so) if your using a HPS or MH keep them further away to prevent heat stress and leaf burning.
